The policy of the Center for Scientific Manufacturing and Consulting at Tartus University is built on fostering innovation and linking the university with the labor market through an effective communication bridge that contributes to the development process, utilizing an entrepreneurial approach in the fields of advanced and developmental industries and consulting solutions, leading to outputs certified for quality and reliability both locally and internationally, through the following:

To be the leading center in Syria and the Middle East by 2030 in transforming scientific knowledge into innovative and sustainable industrial and technological solutions, contributing to building a knowledge-based economy and enhancing food and industrial security.

    • International Partnerships: Through grants from international organizations, in accordance with regulations that ensure they do not conflict with the national policies of the Syrian Arab Republic 30%

  • Enhancing innovation and entrepreneurship through:
    • Connecting the center with international business accelerators (such as Flatlabs or Y Combinator) through cooperation agreements.
    • Allocating major financial grants to the top three student projects annually.
    • Activating an electronic recruitment platform to connect outstanding graduates with job opportunities in the center’s partner companies and organizations.
    • Launching a business incubator to support transforming the ideas of students and graduates into startups with seed funding “STARTUP.”

  • Applying blockchain technology to track product quality, and the Internet of Things (IoT) to monitor operational processes.

Real-time monitoring of performance indicators by creating a (Dashboard), where performance indicators will be measured through:

  • Research-to-product conversion rate: 25% annually.
  • Customer satisfaction: through a quarterly survey, aiming to achieve a 90% satisfaction rate.
  • Project delivery time: Commitment to meeting 95% of agreed deadlines.
  • Number of international partnerships signed annually (three partnerships).

Conducting an annual opinion survey to evaluate performance, including members, partners, and contractors.

Flexibility and Adaptation:

  • Reviewing the center’s policy annually to keep pace with technological or economic changes.
